The Board of Review is composed of six members appointed by the Mayor, subject to confirmation by the Council.

March Board of Review

The purpose of the March Board of Review is to hear valuation disputes related to the assessment of property. The Board may correct any assessment as it seems just if any property appears to be wrongfully assessed or omitted from the roll. Poverty exemptions and personal property late filing requests are also considered.

Each year, before the March Board of Review meetings, informational notices are mailed. The “Notice of Assessment, Taxable Valuation, and Property Classification” also includes State Equalized Value, the percent of exemption as a Principal Residence or Qualified Agricultural Property, and whether there was or was not an Ownership Transfer.  

Property owners may contact the City Assessor before March 1 with concerns regarding their assessment notices without the necessity of scheduling an appointment with the March Board of Review by calling (269) 329-4433.

Beginning March 1, property owners can schedule an appointment with the March Board of Review by calling the City Assessor at (269) 329-4433.  Property owners may also appeal via a written appeal. Written appeals must be accompanied by a signed Form 618 (L-4035) and supporting documentation submitted to the Office of the City Assessor no later than 5:30 PM on Wednesday, March 11, 2026.

July & December Board of Review

The July and December Board of Review can only address Clerical Errors and Mutual Mistakes of Facts related to real and personal property assessments. Appeals may also be heard for current-year-only poverty exemption requests, but not poverty exemptions that were denied by the March Board of Review. The July and December Board of Reviews are prohibited from hearing disputes related to Property Valuation.
