Parade and Right-of-Way Closure Permit

The City of Portage recognizes the importance of parades and public events in fostering community engagement and celebration. Those interested in hosting a parade or event that requires public closures must follow the structured process for obtaining a permit to ensure public safety and regulated right-of-way closures.

Application ProcessParade

Applicants must submit a Parade and Right-of-Way Closure Permit application (PDF) to the Portage City Clerk’s Office at least 90 days before the proposed event.

The application must include event details, route maps, expected attendance, and planned safety measures.

The application will then be reviewed by the Departments of Public Safety, Transportation & Utilities, and Public Works before final review by the Office of the City Manager.

Right-of-Way Closure Requirements

  1. Traffic Management:
    • Approved right-of-way closures must include a detailed traffic management plan coordinated with the Transportation & Utilities Department.
    • Traffic detours must be clearly marked and communicated to residents and businesses in affected areas.
  2. Barricades and Equipment:
    • The applicant is responsible for covering the costs associated with barricades, cones, signage, and any other necessary safety equipment.
    • All equipment must meet City of Portage and Michigan Department of Transportation (MDOT) standards.
  3. Rolling Closures:
    • Certina processions through the streets of Portage may be permitted, provided participants observe traffic laws at all times and adhere to all established traffic control measures.

Financial Responsibilities

  1. Staffing and Costs:
    • The applicant must cover the costs associated with Police, Fire, and Public Works staffing needed for event safety.
    • Staffing estimates will be determined based on event size and complexity.
  2. Payment and Insurance:
    • Applicants must submit payment for anticipated costs before permit issuance.
    • Proof of liability insurance is required, naming the City of Portage as an additional insured.

Compliance & Penalties

  1. Failure to comply with permit conditions or safety requirements may result in permit revocation or denial of future applications.
  2. Any public property or safety equipment damage will be billed to the event organizer.
