Community Development

Our Department manages the growth, development and livability of the city.  Our mission is to ensure that development enhances the quality of life and aligns with our adopted plans, ordinances and regulations.

• Building & Permits - Department staff reviews construction plans, issues permits and inspects structures to ensure safety and building code compliance.
• Planning & Zoning - reviews development proposals for compliance with zoning and design standards.
• Neighborhood Services - Maintains neighborhood standards through code enforcement housing maintenance standards.  Our Housing Programs assist income qualified residents with home repairs and fair housing standards.
• Housing in Portage - 
• Business & Economic Development - Supports Business retention, expansion and assists with incentives for local businesses.

Neighborhood Services 

Community Development has responsibility for maintaining and improving housing and neighborhoods, and ensuring the overall public safety and quality of life in the community. To report an issue in your neighborhood, please use our Online Report It link below, and a Code Enforcement staff member will be sure to follow up with you to ensure property maintenance codes are maintained.

Boards & Commissions

The Department of Community Development serves as the liaison to various Boards and Commissions to facilitate city activities, including: 

• development review and approval by the Planning Commission
• consideration of variances from the zoning code
• consideration of variances from the building codes and addressing unsafe structures;
• reviewing human service needs within the community; and
• facilitating economic growth and redevelopment.
