The City of Portage offers the option for customers to pay with a credit card through the services of Invoice Cloud. Please note that Invoice Cloud has a convenience fee for credit card and E-Check payments. The following online payments are accepted:
- Water and Sewer Bills
- Special Assessments
- Current Year Real Estate Tax
- Building/Zoning Permits
- Miscellaneous Receivables (General Invoices)
Legal Terms & Conditions: Completion of a payment transaction is contingent upon both the authorization of payment by the applicable credit card company and acceptance of your payment by the City of Portage. In the event your payment is not processed or authorized by your credit card company or the City of Portage fails to accept your payment, your payment liability shall remain outstanding and unpaid and you will be subject to penalties, late fees and interest charges assessed by the relevant entity thereon, all of which obligations remain your sole responsibility.

Online Banking
Most banking institutions offer an online bill pay service, allowing customers to make electronic payments to the city. When making an online banking payment, please reference the specific customer account number shown on the City of Portage billing statement (utility account number, parcel number, etc.) to ensure the payment is applied to the appropriate account. Customers are advised that certain banking institutions may actually prepare a paper check and mail it to the city, rather than making payment electronically. This may result in a delay in the city receiving your payment. While the City of Portage does not charge a convenience fee for Online Banking, certain banking institutions do. Customers are encouraged to contact their banking institution with questions concerning the online banking option.
Payments at Portage City Hall (Cash, Check, Money Order or Credit/Debit Card)
These safe, reliable payment options are available for over-the-counter transactions at the Treasury Office at City Hall, 7900 South Westnedge Avenue, Monday through Friday 8 am to 5 pm (except on holidays). For your convenience, payment by check may be made in the 24-hour drop box is located at Portage City Hall, 7900 S. Westnedge Avenue, near the EXIT ONLY door. Look for the Night Drop Box sign at the end of the 5 minute parking along Portage City Hall. Payment by check or money order can also be made in the 24-hour drop-box at City Hall or through the USPS Cash payments in the drop box and by mail are discouraged. Payment by check authorizes the city to convert the check to an electronic transaction, which could result in funds being deducted from the customers bank account as soon as the same day that the check is received. Payment by credit/debit card includes a convenience fee.
Late Payments
Utility (water/sewer) bills receive a 10% late fee after the date it is due. Tax bills receive a 3% late fee the day after it is due and 1% interest on the 1st day of each following month until paid in full. Special assessments receive a 5% penalty the day after it is due.
For all late-payment disputes concerning mailed payments, the Portage Treasury Office will rely on the postmark applied by the U. S Postmaster. Due to mail processing and delivery going through the Grand Rapids Post Office, the City of Portage urges customers mailing payments to do so at least three days prior to the due date. Likewise, for online banking transactions, the city recommends payments be authorized at least one week prior to the due date. Credit card payments to the city are processed using the time stamp provided by the third party at the exact time the transaction is authorized and the customer is provided a payment confirmation number.
