CITY OF PORTAGE, MICHIGAN
NOTICE OF PUBLIC HEARING ON PROPOSED CITY BUDGET AND PROPOSED PROPERTY TAXES
The City Council of the City of Portage will hold a public hearing at 7:00 p.m., or as soon thereafter as may be heard, on May 9, 2023 on the proposed 2023-2024 City budget and on the proposed 2022 City tax levy. All interested persons are welcome to participate in the public hearing.
Copies of the proposed budget are available for public inspection during regular business hours in the offices of the City Clerk and the Director of Finance.
The hearing is being held for the purpose of receiving testimony and discussing the proposed levy of the millage needed to support the proposed budget.
Public comments, oral or written, are welcome at the hearing on the proposed City Budget and the proposed millage rate.

The Portage City Council will hold a public hearing on the proposed 2023-2024 Water and Sewer Rate revisions at the Portage City Hall Council Chambers, 7900 South Westnedge Avenue, Portage, Michigan, on Tuesday, May 9, 2023, at 7:00 p.m., or as soon thereafter as may be heard.
Copies of the proposed Water and Sewer Rate revisions may be examined at the Office of the City Clerk at City Hall on any business day, except public and legal holidays, from 8 a.m. to 5 p.m. local time. The document may also be viewed online at www.portagemi.gov.

FIRST READING AND NOTICE OF HEARING
CITY OF PORTAGE, MICHIGAN
NOTICE
TO THE RESIDENTS AND PROPERTY OWNERS OF THE CITY OF PORTAGE AND ALL OTHER INTERESTED PERSONS.
NOTICE IS HEREBY GIVEN, that an Ordinance to amend Article 4. Zoning, Division 4, Zoning Districts, Subdivision 6, Business Districts, B-3 in the Codified Ordinances of Portage, Michigan, was introduced for first reading at a regular meeting of the City Council held on April 18, 2023 and that the Council will hold a public hearing on the proposed amendment at the Portage City Hall in said City on May 9 , at 7:00 p.m. or as soon thereafter as may be heard.
NOTICE IS FURTHER GIVEN that Ordinance Amendment #22/23-9 seek to modify several commercial marijuana development standards consistent with recent changes in the state’s Cannabis Regulatory Agency (CRA) and to better position land for future development. The proposed ordinance amendments are summarized as follows:
1. Drive-through marijuana operations are currently prohibited in the City of Portage. Remove this prohibition as consistent with new CRA standards. This would allow only marijuana retailers (adult-use/recreation), provisioning centers (medical), and micro-businesses (grow, process, and sell in a single location) to have a drive-through service.
2. Establish new drive-through queuing standards for the above marijuana uses, as consistent with other city zoning drive-through businesses to best manage proper areas for queuing, general site circulation, and parking.
3. Commercial marijuana growing businesses are currently allowed in Portage within the Industrial districts (I-1 & I-2) only. Marijuana can be grown indoors or outdoors. The staff proposes prohibiting outdoor growing to better position those valuable industrial properties for higher development opportunities. There are no proposed changes to continued indoor marijuana growth.
4. Rename 'marijuana' to ‘marijuana’, consistent with the CRA.
All other parts of Article 4. Zoning, Division 4, Zoning Districts, Subdivision 6, Business Districts, B-3 remain unchanged.
PLEASE TAKE FURTHER NOTICE that copies of said proposed amendment may be examined at the City Hall on any business day except public and legal holidays from and after publication of this Notice until the day of hearing from 8:00 a.m. and 5:00 p.m.
