Construction Projects

Local governments play a crucial role in delivering essential city services, including maintaining infrastructure such as roads and municipal utilities.  The city oversees 73 miles of major streets, 151 miles of local streets, 52 traffic signals, and 58 miles of on-street bike lanes.  Additionally, it manages 265 miles of water mains, 242 miles of sanitary sewer, and 142 miles of storm sewer.

With warmer weather on the horizon, the departments of Transportation & Utilities and Public Works are preparing for a busy season of road and utility improvements.  Several major street and utility reconstruction projects are scheduled for the summer.

We understand that construction projects can be inconvenient for drivers and pedestrians.  The City of Portage is committed to completing projects on schedule while minimizing disruptions for residents, businesses, and motorists.  However, when projects are complete, the benefits include reducing costly vehicle repairs caused by inferior roads, the number or severity of accidents, and congestion during peak travel times.

As with any work near public roadways, drivers are urged to stay alert in construction zones.  Please drive cautiously around workers and remember to Give 'em a Break.

Chip Sealing information: Chip and Fog Sealing programs consist of maintenance to prolong the life of selected streets. These improvements include the following:

  1. Crack sealing the street
  2. Removing the street's edge berm to expose the entire surface of the road
  3. Applying the chip seal material to the street
  4. Sealing the newly installed chip seal with an emulsion fog spray
  5. Sweeping any loose stones

*Note: during the street's edge berm removal, a small section of yards along the street will be removed by equipment to totally expose the street surface and any damage to your yard will be restored following the completion of the project. 

Mill and Fill Information: The City of Portage Street Mill and Fill Program consists of major maintenance to selected streets to enhance structural integrity and ride quality, as well as prolong the life of the street. These improvements include the removal of badly worn areas of the road and overlaying the surface with 1.5 inches of new asphalt.

Traffic Signal - West Milham Avenue/Monticello Avenue:  The project is substantially complete. Punch list items remaining. 


South Westnedge Avenue - Osterhout Avenue to South Shore Drive

Substantial Completion:  October 2025

The South Westnedge Avenue Reconstruction Project includes reconstructing the existing roadway from Osterhout Avenue to South Shore Drive, rehabilitating the water main from Oakview Drive to South Shore Drive, installing sanitary sewer service leads, and a new sidewalk from Bacon Avenue to Equestrian Drive.

2025 Local Street Reconstruction

Initiate Construction - Phase 1: June 2025
Completion - Phase 1: September 2025

(Amberly, Brigham, Davecliff, Daventry, and portions of Radcliffe, Robinswood, Rothbury, Shoreham, Towhee, Welbury, and Winkfield) This project includes storm drainage improvements, concrete curbs at intersections, barrier-free access at all sidewalk crossings, including tactile warning surfaces, and pavement milling and asphalt resurfacing.  New sidewalks will be installed on portions of Amberly Street, Brigham Street, Davcliffe Avenue, Rothbury Street, and Winkfield Avenue to fill gaps of the existing sidewalk.

Status:

Final paving is scheduled for September 12-13 on Radcliffe Avenue, Shoreham Street and Welbury Street.


Forest Drive @ Portage Road - Traffic Signal and Intersection Improvements

This project includes the undergrounding of electric by Consumers Energy and the installation of a new traffic signal.

Status:  

Most of the underground storm work has been completed, including grading and curb and gutter placement. Paving of the parking lot adjacent to McClish Court and the new parking and access at 8847 Portage Road are scheduled for the week of September 15. 


Angling Road @ West Centre Avenue - Traffic Signal Replacement

Construction Start:  June 2025
Completion:  August 2025

This project includes the replacement of traffic signal mast arms and poles.  

Status:  

Pedestrian pushbuttons have been installed, and the project is substantially complete.


Traffic Signal Replacements Due to Tornado Damage

This project includes the replacement of traffic signal mast arms and poles, new concrete foundations, and restorations due to structural weakening as a result of the May 2024 tornado.
