AutoPay Options

Online Bill Payment

The City of Portage offers the option for customers to pay with a credit card through the services of Invoice Cloud.  Please note that Invoice Cloud has a convenience fee for credit card and E-Check payments. 

Online payments are accepted for the following:

  • Water and Sewer Bills
  • Special Assessments
  • Current Year Real Estate Tax
  • Delinquent Personal Property Tax
  • Building/Zoning Permits
  • Miscellaneous Receivables (General Invoices)

Online Banking

Residents may pay their bills through their financial institution’s online bill pay service. To ensure your payment is allocated accurately, please reference the specific utility account number or parcel number shown on the billing statement.

Please be aware that certain banking institutions may mail a physical check to the City, even if you are submitting a payment through an online bill pay system. This may result in a delay in the payment being received; therefore, it is recommended to schedule payments at least 5 days before the due date. Contact your banking institution with any questions regarding their online banking options.

Payments at Portage City Hall (Cash, Check, Money Order, or Credit/Debit Card)

You can pay your bill in person, by mail, or via our 24-hour drop box.

  • In-Person: at City Hall Treasury Office located at 7900 South Westnedge Avenue, Portage, MI 49002.
    • Mon – Thu: 7:30 AM – 5:30 PM
    • Fri: 8 AM – 12 PM
    • Closed on holidays, see our schedule for more details.
  • 24-Hour Drop Box: Located at City Hall near the South EXIT ONLY door (look for the "Night Drop Box" sign).
  • By Mail: Send checks or money orders to City Hall at 7900 S Westnedge Ave, Portage, MI 49002.

Important Information

  • Card Fees: Credit/debit card payments include a convenience fee. See our Online Bill Pay page for more information.
  • Check Processing: Checks will be processed as electronic transactions, which can deduct funds from your account the same day they are received.
  • Cash Payments: Cash payments via mail and our drop box are discouraged.

 Late Payments

If payment is not received by the due date, the following penalties apply:

  • Utility Bills (Water/Sewer): subject to a 10% late fee on any unpaid balance.
  • Tax Bills: subject to a 3% penalty after the due date, plus 1% interest on the 1st of each following month on any unpaid balance.
  • Special Assessments: subject to a 5% penalty after the due date on any unpaid balance.

To avoid disputes, the Treasury Office uses the following criteria to determine if a payment is "on time":

  • By Mail: We rely on the U.S. Postmark. Because mail is processed in Grand Rapids, please mail your payment at least three days before the due date.
  • Online Banking: We recommend authorizing your bank transfer at least one week before the due date to allow the banks five business days to process your request.
  • Credit Card: Payments are timed based on the third-party timestamp at the moment of authorization. You will receive a confirmation number for your records.
