The City of Portage began the planning process to update its five-year Consolidated Plan for the Community Development Block Grant (CDBG) Program. The City of Portage CDBG Program is funded by an annual entitlement grant awarded to the community by the U.S. Department of Housing and Urban Development (HUD).
The Consolidated Plan is designed to help local jurisdictions assess affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions in regards to the use of CDBG entitlement grant funds and other resources available within the community. The consolidated planning process must be completed at least every five years and is implemented through Annual Action Plans. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER)
A copy of the 2021-25 CDBG Consolidated Plan & a DRAFT 2022-2023 Annual Action Plan has been prepared and the public is encouraged to review and comment during the 30-day comment period in March and April. Following the 30-day public comment period, the Portage City Council will conduct a public hearing on the draft 2022-23 Annual Action Plan on April 26, 2022 at 7:00 p.m.
