Civil Engineer/Director

The City of Portage, a progressive and growing community in southwest Michigan, is seeking an experienced professional for the Director of Transportation & Utilities. The Transportation & Utilities Department is responsible for the transportation (traffic signals, signing and street lighting) and utility (public water, storm sewer, and wastewater) system.   Incumbent will direct, coordinate and exercise functional authority for planning, organization, budgeting, control, integration and completion of capital improvement projects to the city infrastructure and daily operation of the city utility by performing duties personally or through subordinates. The incumbent is responsible for the supervision of all personnel assigned to the Department, and works under the general direction of, and is specifically responsible to the City Manager.

Minimum of a bachelor's degree in civil engineering or related field and five to seven years of related experience in civil engineering, public works and management required.  Master’s degree preferred.

Must possess a valid State of Michigan Driver's License and be a Registered State of Michigan Professional Engineer.          

Ability to design and develop engineering plans according to capital improvement project requirements (street construction, traffic controls, industrial and commercial development, water and sewer, retention basins, environmental, etc.).

Ability to coordinate activities concerned with technical developments, scheduling and resolving engineering design and test problems.

Ability to coordinate and manage activities necessary to ensure that emergency and daily operations of the water and sewer utility will not adversely affect the health, safety and welfare of community citizens.

Ability to act as liaison for the City with consultants, governmental agencies and community groups as required by the City Manager.

Ability to assist in the preparation and development of the Capital Improvement Program on an annual basis.
